Workforce

Picture of a worker
Two of the core goals in adult education are work-related:  getting a job and retaining a job. Cheryl Hiester will be working closely with the Career Pathways Project to bring you news and resources for workforce education.

PA Workforce Investment Areas

Pennsylvania’s Workforce System is made up of 23 Local Workforce Investment Areas (LWIA). Local Workforce Investment Boards (WIBs) oversee workforce policies and develop regional strategies. WIBs provide oversight and coordination for the services provided through PA CareerLink®.

The Workforce Investment Act provides for the establishment of adult education and family literacy programs that will
  • Assist adults in becoming literate and obtaining the knowledge and skills necessary for employment and self-sufficiency;
  • Assist adults who are parents in obtaining the educational skills necessary to become full partners in the educational development of their children; and
  • Assist adults in the completion of a secondary school education.
The law requires that the states set “core indicators of performance” for adult education and literacy in three areas:
  • Demonstrated improvements in literacy skill levels in reading, writing, and speaking the English language; numeracy; problem-solving; English language acquisition; and other literacy skills;
  • Placement in, retention in, or completion of postsecondary education, training, unsubsidized employment, or career advancement; and
  • Receipt of a secondary school diploma or its recognized equivalent.
